Meeting opened at 4 PM by President Drinkard, second by Verna

Members present ;  Gabel, Darnell, Cafferty, Nitcy

Visitor:  Tim Blankenship

Guests introduced  –  Michael & Mary Hodge   –  Robert Meyers,  representing Tupelo Ridge area regarding boundary line and future water supply.  They will present info to others in the homeowners group and decide how to handle boundary, and get back to us.

January minutes approved  –  Drinkard – Gabel

President Drinkard  proposed that the Board seat occupied by Frank Cafferty be vacated and Tim Blankenship be interim Member. Frank will continue to do all he is presently doing, and will provide other services such as manager responsibilities, as needs arise, and be compensated for his time. State Statutes currently are opposed to Board members being paid for services other than attending meetings and are limited to $100.00 per month for serving as Board members and giving direction to a manager,  Proposal unanimously approved.

Operator Report – Frank stated that all is well on general operations.

Secretary Report – Reserve – $344,416.79    Ckg $25,320.13   Water Loss – 106,117 (Dec 112,111)

Fred clarified the Statute re: Budget proposal (now in July for August approval) and (election rules. 42-3211. 3d Tuesday in May on odd years)   Drinkard will present Budget at July meeting for fiscal year 2020-2021 to be voted on at Aug 2020 meeting.

Frank and Fred met with new Dover Mayor- he took info under advisement and will visit with others to figure out best way to proceed with our interest in getting water from Dover. Discussion addressed alternatives, i.e. seriously considering upgrading our existing system by adding generator at pump station and increasing water pressure to higher elevations in the system. Tim will ask Sewell to outline how to best accomplish this.

Drinkard proposed that a workshop be scheduled for deciding on upgrades, work schedules, etc.  He will find a date that works with Sewell and Board members and advise.

Bylaw final review can be done at this workshop also.

Dover Board meeting   Wednesday  2-13-2020. Question whether they are at all interested in supplying us with water.

Fred gave report on status of attorney to represent the District Re:  City infringements.

Discussion Re:  Request for service forms, service contracts, etc.  Drinkard will formulate process and this will be discussed at the workshop.
