Syringa Heights Water District

8-15–2016

Meeting opened by President Mike Benjamin at 4:09 PM

Frank Cafferty reported on those unpaid balances by several water users or what he termed “accounts aging.”   A few had high balances but typically they are paid off eventually, said Cafferty.

He noted a particular case in which a property owner defaulted over a year ago with a bank taking over the property, including taking possession of the water certificate.  He reported to the bank that Syringa would continue to charge maintenance fees (of approximate $30 per month). He has not heard from the bank and back charges are now about $1000.

Drinkard suggested that Cafferty send another letter to the bank, this time certified, and once again inform them of additional fees being accrued to the property and whoever buys the property will have to pay them them before water is turned on. Every board member agreed that Cafferty do that.

Cafferty and Benjamin and Ketchum summarized recent work on Upland Drive to repair a pressure valve. 

Benjamin noted that Tim Blankenship of Sewell has not come back to report on what he has learned from the city of Dover regarding the specifics of their offer of water to Syringa. In that context, there was some discussion of the recent changes to water hook up charges and even rate levels for Sandpoint water users. The board agreed we will have to review our charges once we get firm figures from Sandpoint.

  

Finally, Cafferty and Benjamin reviewed the changes to the water testing required by the Department of Environmental Quality. Testing will begin again soon.
