July minutes approved as presented

  1. Report from D E Q – Katy asked for a copy of the Cross-Connection Ordinance and was emailed to her around the first of the month. She said the facilities plan was on her desk and would be processed as soon as info is received. Not  a word since that time. At the risk of upsetting her, Drinkard will contact her again.
  2. Report from Certified Operator. 3 new applicants for water last month. Canoe Cove main was difficult to find as the utility easement runs thru property front yards. After a day of equipment and crew it was located. No emergencies during last month.
  3. A workshop will be planned to formulate a letter to users once the facilities plan, cost estimates, how the Cross Connection Ordinance will be implemented, and annexation effort is complete.
  4. Once the facilities plan and estimates are complete, a workshop will be scheduled to determine how and when to proceed with maintenance and upgrade plans.
  5. No information yet from Sewell on confirmation of equity fee.

New Business :

  1. Task list reviewed. Workshop will be planned after Drinkard breaks it down into groupings that relate to each other. Many items to catch up on.
  2. By Laws = Board Members to look at ByLaws of other districts which will help get ours in order. The Clerk of the District Court has given us direction on things we can include relative to being self-regulating. This gives us some leeway to have a working system, given the small size of the District.
  3. Board member assignments and responsibilities to be determined at a workshop.

  2. Certificates – Motion made by Benjamin and seconded by Drinkard to do away with the Certificate system, which was implemented in 1969 to help with initial funding of the old Association. All used Certificates providing water to properties will become the right of that property to get water from the District, and will remain with the property in perpetuity. All unused Certificates will be registered by the Secretary and be available for use by their owners whenever the need arises. Motion passed.
  3. This item will be resolved during future workshops.
  4. There are several issues to discuss with City of Sandpoint regarding actions that have negatively impacted the District financially, All users need to be concerned as the outcome may require raising rates. Fairness will be the approach, and it is hoped that an amicable solution is found.
