Meeting Minutes

12-13-2017

 

Meeting opened at 4:05 by President Mike Benjamin

 

Board Members present:  Gabel, Drinkard, Cafferty, Darnell

 

Visitors:  Wayne and Lynnda Brown, Tim Blankenship

 

The Browns were here to once again bring their concerns over low water pressure  to the Board. This has been a problem for many years, and they would like it solved. Theirs is one of the reasons we have been working with Sewell Engrs to fix the problems such as water pressure ranges within the District. Options were put forth by Sewell, and Tim, Frank and Mike will do a pressure survey on Friday to get information that Tim can take to D E Q to help speed up the process. Tim was asked to present solutions that we can at least temporarily provide more pressure to Brown and Kimmel. A report to the Browns will be made prior to Friday, Dec. 22.

 

A major leak has developed, possibly because of our attempt to raise this pressure a few months ago. We need to sound check all valves as we have found that a weak link exists at these points.

 

The upcoming contract with the City was discussed. There were several concerns. Tim will contact the Idaho P U D over the problem of the City connecting several new users as their customers who are clearly within our District. There are about 22 new lots in the NorthView subdivision, and would be a sizable impact on the District if we did not serve those users. There are other concerns, so it was decided to have a special meeting, so the issue was tabled.

 

We also need to have an area included in the District that we are serving. Tim was aked todo what is necessary to get ths done and approved by PUD>

 

Frank will get financial information to Fred RE: last years budget and expenses, so we can set next years budget. This can be done at the special meeting also.

 

A letter was received from a user at Canoe Cove who was claiming that we should be held accountable for damage caused by a broken pipe in their house. It was suggested that we respond with a letter.

 

Concern was raised that we need more accurate locations of valves, etc. When weather permits in the Spring we need to address this again. Frank has some info and Mike has some, but it needs to be documented better.

 

Mike got a phone call at about 5:35 that our line on Syringa Road had been broken by an underground drilling operation, and had to leave.
