Special Meeting Minutes
3-17-2018
Board Members present: Benjamin, Cafferty, Gabel, Drinkard, Darnell
Meeting opened at 11:45 by Pres. Benjamin at Connies. Purpose of meeting is to discuss pending Water Purchase Agreement with City of Sandpoint and the District, and take advice of John Cafferty letter dated March 12, 2018 into the record.
Water Purchase Agreement, as revised by John Cafferty was reviewed, and a change to 4.2, which adds “including Main Meter which is located within the District” and 7.3 , which would note that the conditions listed would limit them to that area within the City Limits.
Otherwise , the document was approved as written. This will be presented to the City at the scheduled meeting on Monday, March 19 at City Halll.
Discussion of John’s opinion regarding the New User Fee.
Our current by laws stipulate NUFF as $7500.00. Since we do not have a current Engineers Statement regarding the formula to arrive at the current equity of each user, it was agreed to use the current fee as listed, with the provision that an adjustment will be made if the new fee is found to be less. This will enable a degree of certainty to those purchasing connections between now and when the new fee is established.
Also discussed was John’s thoughts regarding Northview and Larkhaven (Lula Court) subdivisions. This will be the subject of discussions with the City at the meeting on March 19, 2018.
Stephen brought the revised Budget to the Board for approval before posting to the website. Budget was approved as presented.
