Meeting opened by Pres. Benjamin at 4 PM
February minutes were approved as presented. Drinkard made motion, second by Cafferty
Old Business:
DEQ _ Discussion re: progress. Since there seems to be a lack of response from DEQ to Sewell on approvals and progress of “the plan”, it was decided we need a facilitator to get things moving. Stephen accepted the task and will be our point person to see that things keep moving. We need to get to a point that we can begin looking for financing, etc. The Board agreed to pay Stephen for his time, as special projects such as this are above and beyond normal Board member function. Contact list update: Frank said we have about 150 responses and he will get the last batch he has to Charis so she can continue to complete the task.
Financial review and Budget. General discussion as to cost allocations and revisions of the worksheet. Stephen will revise the worksheet and post to the website as the 2018 Budget.
Water Loss Review. Month of Feb lost 153,266 gallons. Loss seems to vary considerably month to month, which is curious. Still waiting for conditions that will allow a full examination of the system.
New Business:
Northview Estates: Fred to arrange for a meeting with City staff regarding water service to this area and to Lula Court.
Cross Connection Plan. Frank explained the requirement for a posted cross connection plan. He will check with Dover to find out if we can use theirs. Otherwise, one may be available from DEQ.
Financial Report: 3-1-18 $239,137.85 $35,667.67
Stephen brought up the suggestion of looking into cost and feasibility of a stand by generator for our pump station. Mike will look into it and check to see if it can be a part of Sewell upgrade plans.
A requirement by DEQ that every five years an analysis by an Enginering firm be done to give guidance to a New User Fee to be charged by Water purveyors. Fred to get more information to present at April meeting.
