Meeting opened at 4:05 by President Mike Benjamin
Board Members present : Gabel, Darnell, Drinkard
Visitor: Frank Cafferty
Stephen still reviewing budget for 2015.
The Board asked Frank if he would fill the vacancy on the Board, bringing with him his extensive knowledge of operating a water system. He agreed to do so. His term will expire in 2016, and will be subject to re-election with Verna Gable at that time.

Mike brought several easement agreements for review. It was suggested that he give them to Tim at Sewell Engineering for their records.
The Board and Tim with Sewell met last month with City of Dover Mayor and council member Bill Strand to explore possibility of water supply, pressures, etc. Talks were constructive and Tim will work with information gained to figure how it may work into our design changes.
Financial report: Demand account — $ 143,842.71
Checking account $ 20,086.12
Discussion about differences between current By-Laws and original ones. When the District changed from an Association to a District, new By-Laws did not carry over conditions of Certificate ownership and who could hold them. Topic left open for future discusson.
