Old Business –
Mike to continue to try to contact someone at Knickish old office to arrange to get our old records from basement.
Tim from Sewell unable to attend but called Fred and stated that he has not been able to get a response from DEQ . He will contact them every day until someone responds.
Discussion re: present balance due to Sewell for Engineering studies. Stephen made motion to pay what would be our half and Verna seconded. All in favor. Frank to mail them a check.
Account receivable report from Frank. No serious concerns at this time. Breckinridge property in process of closing and balance due will be paid upon final closing.
New Business.
Robert Rust has asked that he not be charged a monthly fee because he has installed a well. He would like the meter to remain in case he has a need to use our water in the future, but to only pay the cost of water used. Reference to the By-Laws indicate that the intent is for the operational costs including reserve for a sinking fund (ITEM 17) for future repair and maintenance be determined by the Board, divided by the number of users. Thus, anyone not wanting to be a user shall not have the benefits that a connection to the system allows. A meter may be removed upon request of the Certificate holder, and the owner shall pay cost of meter removal and service line to the Main. (EXHIBIT A (E) ) A reconnection will be regarded as a new connection with all costs to install the meter, except the actual meter and meter setter, to be born by the Certificate owner. ITEM 12 of the By-Laws has a provision to charge a fee each time a meter is turned off and on. Mr. Rust would have the option of leaving the meter, but would pay a fee for each time he wants to use our water.
Stephen will bring water to the October 18 meeting from Dover and Sandpoint for a blind taste test.
